ସାର୍ ହେନେରୀ ରିକେଟସ୍

ସାର୍ ହେନେରୀ ରିକେଟସ୍ ଓ ଆଜିର ଦିନ । ଠିକ୍ ୧୮୯ ବର୍ଷ ତଳେ, ସ୍ବତନ୍ତ୍ର ଓଡିଶା ପ୍ରଦେଶ ଗଠନର ୧୦୧ ବର୍ଷ ତଳେ, ୧୮୩୭ ମସିହା, ସେପ୍ଟେମ୍ବର ୨୨ ତାରିଖରେ ଇଷ୍ଟ ଇଣ୍ଡିଆ କମ୍ପାନୀ ସରକାରର ଆୟୁକ୍ତ ଅର୍ଥାତ୍ କମିଶନର ଓଡ଼ିଶାର ବାସ୍ତବ ସ୍ଥିତି ସମ୍ପର୍କରେ ଯେଉଁ ପତ୍ର ଲେଖିଥିଲେ, ତାହା ଏକ ଐତିହାସିକ ଦଲିଲ୍ ଏବଂ ଏଥିରେ ତାଙ୍କର ଓଡ଼ିଆପ୍ରୀତିର ପରିଚୟ ମିଳେ । ୧୮୩୭ ମସିହାରେ ଓଡ଼ିଶାରେ କମ୍ପାନୀ ସରକାରଙ୍କ ଦ୍ବାରା ଗୋଟିଏ ବିଦ୍ୟାଳୟ ବା ସ୍କୁଲ ପୁରୀ ଇଂରାଜୀ ବିଦ୍ୟାଳୟ ବା ପୁରୀ ଇଙ୍ଗିଲିସ୍ ସ୍କୁଲ ଥିବା ବେଳେ ମିଶନାରୀ ମାନେ କେତୋଟି ନିମ୍ନ ଶ୍ରେଣୀର ବିଦ୍ୟାଳୟ ଖୋଲିଥିଲେ । ଓଡ଼ିଶାର ତଦାନୀନ୍ତନ ଶିକ୍ଷା ର ଅନଗ୍ରସରତା ପର୍ଯ୍ୟବେକ୍ଷଣ କରି ଶିକ୍ଷା ପ୍ରସାର ଦିଗରେ ଅଧିକ ଅର୍ଥ ବ୍ୟୟ ପାଇଁ ଆୟୁକ୍ତ ବା କମିଶନର ରିକେଟସ୍ ଯେଉଁ ପତ୍ର ଲେଖିଥିଲେ, ସେଥିରେ ଶାସକର ଅପଶାସନ ହେତୁ ଓଡ଼ିଶାର ଅବନତି ର ଗତି ପରିସଂଖ୍ୟାନ ଚିତ୍ର ଦେଖିବାକୁ ମିଳେ । ଅଧିକାଂଶ ଶ୍ରଦ୍ଧେୟ ବନ୍ଧୁ ବର୍ଗଙ୍କ ପାଠକୀୟ ମାନସିକତା ଅବଧି ସମ୍ପର୍କରେ ସଚେତନ ଥିବାରୁ ଏହାର କେତେକାଂଶ ନିମ୍ନରେ ସେହି ଭାଷାରେ ଅବିକଳ ଭାବେ ଉପସ୍ଥାପନ କରୁଛୁ । ଆମେ ଭଲ ଭାବରେ ଅବଗତ ଅଛୁ ଯେ ଆମର ଦୀର୍ଘ ଉପସ୍ଥାପନର ପାଠକ ସଂଖ୍ୟା ଖୁବ୍ ସ୍ବଳ୍ପ ସତ୍ୟ ମାତ୍ର, ସେହିମାନେ ହିଁ ଆମର ପ୍ରେରଣା ପ୍ରଦାୟକ ।

We followed the example of the Afghans, Moguls and the Mahrattas for many years. Orihas were admitted only to the lowest situations : Bengalees held every office of emolument and trust in the province. The name of Wilkinson is familiar to the lips of the natives of this province as the most familiar of the natir appellatious,and richy he deserves theri esteemed gratitude, for he it was won first hazarded the experiment of placing Oriyahs in trust of difficulty and importance ” .
ବିଶ୍ବାସ ଓ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ କର୍ମରେ ନିଯୁକ୍ତ ହେବାକୁ ହେଲେ ଓଡ଼ିଆମାନଙ୍କର ଶିକ୍ଷାଗତ ଯୋଗ୍ୟତା ଉନ୍ନତ ହେବା ଆବଶ୍ୟକ । ଶିକ୍ଷା ପ୍ରସାର ଦିଗରେ ଅଧିକ ଅର୍ଥ ବ୍ୟୟ ର ପ୍ରସ୍ତାବ ସରକାରୀ କଳରେ ନିଯୁକ୍ତି ପାଇଁ କେବଳ କରାଯାଇଥିଲା । ରିକେଟସ୍ ନିଜ ଜୀବନରେ ଯାହା କରିଥିଲେ ତାହା ପଢନ୍ତୁ ‌
When I was appointed magistrate and collector of Balasore in 1828,I found all the native officers Bengalees. At the end of eight years I left enarly all offices filled by Orihas and right faithfully they served me.
